ICAP at Columbia University, a global health leader situated within the Columbia University Mailman School of Public Health in New York City, seeks highly qualified candidates is seeking a dynamic and highly skilled Health Information Systems (HIS) Officer with strong Database Management and Programmer skills to support the implementation of PEPFAR-funded initiatives in Angola. This role is essential for the design, management, and optimization of databases and programming solutions that ensure efficient data collection, processing, analysis, and reporting to support evidence-based decision-making in public health.  The HIS Officer reports directly to the Strategic Information Director

The ideal candidate will have expertise in Python, Java, SQL, Power BI, and R, with a proven track record of developing data-driven solutions in a collaborative, results-oriented environment.  The Technical Director will also have experience working effectively as a part of diverse staff teams, and contributing to successful collaborations with donors, host-country ministries of health, and civil society.

Requirements:

  • Bachelor’s degree in health informatics or related discipline (information technology, computer science, statistics, health informatics, public health, etc.)  

  • At least 3 years experience related to design and implementation of high-quality SI systems for HIV/AIDS programs in low-resource settings 

  • Proficiency in Python, Java, SQL, Power BI, and R. 

  • Strong knowledge of database design and management, including relational databases (e.g., MySQL, PostgreSQL) and cloud-based systems. 

  • Experience in data visualization and statistical analysis. 

  • Familiarity with PEPFAR reporting tools and indicators is a significant advantage.
