ICAP at Columbia University (ICAP) coordinates the multi-country CQUIN impact network , funded by the Gates Foundation. In March 2025, the CQUIN project rapidly pivoted its scope to address the changing HIV landscape and expand joint learning and experience sharing around integration and sustainability of HIV programs in Africa via country-to-country learning and provision of technical assistance to Ministries of Health and other partners engaged in the design, implementation, and evaluation of HIV programs.
Under the supervision of the ICAP-CQUIN Senior Strategic Information Manager, the CQUIN Regional Monitoring and Evaluation Advisor (West and Central Africa) will provide technical assistance to the CQUIN project team and Francophone CQUIN countries to enhance the quality of and build capacity in monitoring and evaluation (M&E) of HIV services with an aim of building sustainable public-sector health information systems. This technical assistance includes helping to establish or improve systems for routine, periodic, and ad-hoc data collection, and strengthening data use and dissemination at the facility, community, subnational, or national levels. Effective performance will require sustained engagement with CQUIN countries to understand challenges and opportunities for strengthening programs, and to contribute towards setting CQUIN SI priorities more broadly. A successful candidate must be fluent in both French and English, with the ability to work seamlessly in a bilingual environment.
