ICAP at Columbia University, a global health leader situated within the Columbia University Mailman School of Public Health in New York City, seeks a highly qualified candidate to serve as M&E and Surveillance Lead– Liberia. The incumbent will provide technical leadership and guidance to all surveillance, strategic information (SI), and monitoring and evaluation (M&E) project activities. The activities include developing M&E plans, frameworks, and indicators, strengthening surveillance systems, and building an integrated M&E and surveillance system.

The successful candidate should hold an advanced degree in epidemiology, biostatistics, public health, or international health with at least 10+ years of progressive experience with national or international infectious disease M&E or surveillance in international health or development organizations or projects related to global health security, capacity building, or HIS strengthening in resource-limited settings, preferably in Liberia.

The incumbent should have demonstrated experience in implementing field-based surveillance methodologies, quantitative and qualitative methodologies, operations research, health management information systems, reporting, data analysis, and quality assessments.

The incumbent should have a strong ability to collect, analyze, manage, report on, and present data, and strong knowledge of statistical and database software, including SAS and MS Access with also experience working with the CDC or similar regulations and in establishing relations with the U.S. and local governments and bilateral and multilateral donors.
