Senior Human Resource Officer Sierra Leone - Freetown
ICAP at Columbia University, a global health leader situated within the Columbia University Mailman School of Public Health in New York City, seeks highly qualified candidates to serve as Senior Human Resource Officer – Sierra Leone. The incumbent will be responsible to provide comprehensive human resources (HR) support for the Sierra Leone Population HIV Impact Assessment (SiLPHIA) survey. This survey, supported by the U.S. Centers for Disease Control and Prevention (CDC) and implemented with technical and management assistance from ICAP at Columbia University, is a collaborative effort involving the Ministry of Health (MoH), the National Public Health Agency (NPHA), and Statistics Sierra Leone (STAT SL). Reporting to the SiLPHIA Project Director, the Senior HR Officer will oversee recruitment, onboarding, payroll processing, employee relations, and compliance with labor laws and organizational policies. • ICAP seeks highly qualified and experienced candidates to fill the Senior Human Resource Officer position by January 2025.The successful candidate will hold o Bachelor’s degree in human resources management, Business Administration, or a related field is required. o A Master’s degree or professional certification in HR (e.g., CIPD, SHRM) is highly desirable. o Minimum of five years of experience in human resources management, preferably in public health, international development, or large-scale survey projects. o Strong knowledge of Sierra Leone labor laws and HR best practices. o Proven experience managing recruitment for short-term hires and large-scale projects. o Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and HR management systems. o Excellent organizational and problem-solving skills, with strong attention to detail. o Strong interpersonal and communication skills, with the ability to handle sensitive employee matters with confidentiality and professionalism. o
